Update: I fixed it! If you want to comment on a specific post, make sure you have clicked on the post's title to expand it. This will show the comment form at the bottom of the post.

As of right now, the option to add a comment is showing up on mobile view, but not on the main view (on a computer). Someone who is smarter than I am is welcome to assist with this.
